TheSenate approved legislation on Thursday aimed at strengthening federal effortsto address hate crimes directed at Asian-Americans amid a sharp increase indiscrimination and violence against Asian communities in the United States.

Thebipartisan vote, 94 to 1, was the first legislative action either chamber ofCongress has taken to bolster law enforcement’s response to rising attacks onpeople of Asian descent.

“Bypassing this bill, the Senate makes it very clear that hate and discriminationagainst any group has no place in America,” said Senator Chuck Schumer,Democrat of New York and the majority leader. “By passing this bill, we say tothe Asian-American community that their government is paying attention to them,has heard their concerns and will respond to protect them.”

Themeasure, sponsored by Senator Mazie Hirono, Democrat of Hawaii, would establisha position at the Justice Department to expedite the agency’s review of hatecrimes and expand the channels to report them. It would also encourage thecreation of state-run hate crime hotlines, provide grant money to lawenforcement agencies that train their officers to identify hate crimes andintroduce a series of public education campaigns around bias against people ofAsian descent.

Thelegislation will next go to the House, where lawmakers passed a resolution lastyear condemning anti-Asian discrimination related to the pandemic.

“Aftertwo weeks of hard work and bipartisan collaboration, the United States Senateis poised to take real action,” said Ms. Hirono, the first Asian-American womanelected to the chamber and one of only two currently serving there.
